SUSTAINABLE LOCAL(RURAL) LIVELIHOODS

The main aim of Pholoho G. Hoffman’s study is to examine the role of monitoring and evaluation on municipal performance in Matatiele Local Municipality. South African Municipalities are tasked with the responsibility of delivering services to the community. These services include roads, water, storm-water drainage, sanitation, electricity and refuse collection. Therefore, they form the basis for everything and are important for human survival and rural development. Furthermore, local government has the obligation to monitor and evaluate performance of its citizens and community groups in the design and delivery of municipal programmes, and the South African constitutions stipulates that Monitoring and Evaluation guidelines must be in place to ensure that service delivery is rendered smoothly and effectively. Thus, this study seeks to establish how monitoring and evaluation contributes to municipal performance management.
